Leesburg Town Council Rejects Oaklawn Rezoning for Data Center

Leesburg, VA – January 29, 2025—The Leesburg Town Council has denied a rezoning request to add a data center and an affordable housing complex to the Oaklawn development.

The Oaklawn, LLC application proposed changes to previously approved plans. It sought permission for 450,000 square feet of data center space across two buildings in Land Bay A and up to 184 affordable housing units in Land Bay MUC 2. The proposal also included setting aside just under nine acres for public parks.

Council members voted 5-1-1 to reject the request, citing concerns over inconsistencies with the town’s Zoning Ordinance and Legacy Leesburg Town Plan. Vice Mayor Todd Cimino-Johnson cast the only vote in favor, while Council Member Kari Nacy was absent.

Residents and business owners have been closely watching the decision as Leesburg struggles to balance growth, infrastructure demands, and housing affordability.
