Deputies responded to a report of a man in distress inside a parked vehicle on Meadowview Court. Upon investigation, they found the individual to be intoxicated. Jawad Gulzar, 24, of Leesburg, was arrested and charged with Driving While Intoxicated and Drinking While Operating a Motor Vehicle. He was taken to the Loudoun County Adult Detention Center and held pending review.
