Deputies responded to a crash on Watson Road and determined the driver was intoxicated. Sujan Chand, 24, of Haymarket, was arrested and charged with Driving While Intoxicated and Refusal of Tests. She was taken to the Loudoun County Adult Detention Center and released on her own recognizance.
