The complainant reported that his vehicle was struck, and the other driver drove away. The other driver was located. Tristan A. Qadir, 21, of Leesburg, was arrested and charged with Hit and Run. Qadir was transported to the Loudoun County Adult Detention Center where he was released on his own recognizance.
