Deputies responded to a report of a crash. It was determined that the driver was intoxicated. Dillon James Ratty, 30, of Leesburg, was arrested and charged with Driving While Intoxicated. He was transported to the Loudoun County Adult Detention Center where he was released on his own recognizance.
