Deputies responded to the location for a report of a crash. The driver of the striking vehicle was found to be under the influence. Luis A. Cotrina Duenas, 42, of Herndon, was arrested and charged with Driving Under the Influence. Cotrina Duenas was transported to Loudoun County Adult Detention Center, where he was released on his own recognizance.
