Deputies conducted a traffic stop on a vehicle for traffic infractions. The driver was found to be under the influence. Rhyane Swayney, 20, of Leesburg was arrested and transported to the Loudoun County Adult Detention Center and charged with DUI, Underage Possession of Alcohol, Open Container, Seatbelt violation, Failure to Maintain Lane Control, and Reckless Driving by Speed.
