Leesburg, VA – In a recent update on a pedestrian crash that occurred last November, the Loudoun County legal system is taking action. Ross Phifer, an 82-year-old Massachusetts resident, has been charged with one count of reckless driving following the incident on Plaza Street NE near the Leesburg Public Safety Center.
The crash, which took place in the early hours of November 25, 2023, involved Phifer’s vehicle striking an adult male pedestrian. The pedestrian, who was using a marked crosswalk at the time, was heading in an eastbound-westbound direction across Plaza Street NE. Phifer, who was driving northbound, remained at the scene and cooperated with the authorities.
Thankfully, the pedestrian sustained serious but non-life-threatening injuries and received prompt medical attention at a nearby hospital. The incident, now pending adjudication in the Loudoun County General District Court, raises concerns about traffic safety in our rapidly growing county, particularly in areas like downtown Leesburg where pedestrian activity is high.
This case follows a November 25 report by the Leesburg Police Department’s Traffic Management Unit, which highlighted the critical need for heightened awareness and safety measures for both drivers and pedestrians in our community.
