Leesburg Police Welcome Captain LaBarca, Unveil New Leadership Structure

Leesburg, VA – February 24, 2025 – The Leesburg Police Department has brought on a new leader and made structural changes aimed at improving service to the community. Captain Loriann LaBarca, a law enforcement veteran with 27 years of experience, officially joined the department today.

LaBarca spent 25 years with the Fairfax County Police Department, where she retired as a Major. She brings a wealth of experience, having led teams in organized crime investigations, narcotics enforcement, and district station command. Her background in crisis response and officer development makes her a key addition to Leesburg’s law enforcement team.

“We are excited to welcome Captain LaBarca to the Leesburg Police Department,” said Chief Thea Pirnat. “Her vast experience and leadership will be a tremendous asset to our department and the Leesburg community. We look forward to working together to uphold the highest standards of public safety and service.”

Department Restructuring

With LaBarca’s arrival, the Leesburg Police Department is restructuring its leadership into three bureaus:

  • Investigations and Operational Support Bureau – Led by Captain LaBarca, overseeing criminal investigations and specialized units.
  • Professional Standards Bureau – Led by Captain Jaime Sanford, handling training, accreditation, and internal affairs.
  • Field Operations Bureau – Led by Captain David Smith, managing patrol and emergency response.

The goal of this new structure is to improve crime prevention, streamline response efforts, and strengthen ties with the community.

LaBarca was sworn in today by the Honorable Gary Clemens and is now officially part of the department’s leadership team.
